H2M Group is seeking Multi-Media GIS Developer to support our client in McLean, VA!

Multi-Media GIS Developer will design and deliver operations research applications (databases, websites, tools, and products) that are geospatially enabled to support a multitude of intelligence issues. The intent is to develop automation to streamline GA and IA processes to improve consistency and quality. Based on intelligence requirements, they develop new geospatial methods and technologies from an operations research framework. They work with graphic cartographers, graphic designers, and ESRI technologies to implement and maintain geographic visualization standards. The Contractor shall provide a full range of support in the production and maintenance of finished GEOINT services, specifically but not limited to; implementing ESRI Story Maps in a classified environment, implementing visual standards through web map services designed for the creation of the client's products, working with ESRI Portal technology to develop and maintain map services that implement geographic visualization standards, and facilitating their use in the production of NGA GEOINT products. These services include but are not limited to:

  • Design, develop, and deliver operations research applications (databases, websites, tools, and products) that are geospatially enabled to support a multitude of intelligence issues

  • Utilize advanced programming techniques, using the following: HTML 5/Javascript, ArcObjects, Python, Model Builder, Oracle, SQL, GIScience, Geospatial Analysis, Statistics, ArcGIS Desktop, ArcGIS Server, Arc SDE, ArcIMS, SPSS, SAS

  • Customize ArcGIS templates, Manage ArcGIS Portals, and Customize ESRI StoryMap Templates.

  • Use NET, Python, C++ and/or JAVA programming for web interface development and geodatabase development.

  • Work on multiple projects with simultaneous deadlines under fast-paced conditions; must be available to perform duties in a multiple-shift environment, as necessary.

  • Work with a production support branch assisting in the production and dissemination of finished GEOINT information.

ALL POSITIONS REQUIRE AN ACTIVE TS/SCI.

Journeyman:

These services require contractor personnel who are competent in their trade with typical experience being in the 3-10 year range. This level is considered the full-performance level. A bachelor's degree in a field related to the support services may count for up to four years of this experience. The government may request proof of this education and justification of how it meets the requirements of these services.

A journeyman should be expected to work with minimal oversight. A journeyman should be fully capable of meeting most services without direction. Government and/or contractor personnel may still perform quality control and quality assurance checks on their work but should not find significant errors. Journeyman level contractor employees are expected to assist apprentice level personnel in learning their trade. Journeyman level contractor employees also are expected to collaborate with government and contractor personnel in the IC in the performance of services. Such collaboration should provide accurate technical information that contributes to synergized analysis that is better than the sum of the individual parts. Journeyman level contractor personnel should regularly provide division level support and may periodically be called upon to provide support at the office level.

Requirements:

  • 3-10 years of relevant experience

  • A bachelor's degree in a field related to the support services may count for up to four years of this experience

  • Knowledge of requirements identification and solutions

  • ADO experience

  • Expertise in web-based application development

  • Expertise working in a mixed Unix and Windows environment

  • Experience with ESRI products, ArcGIS or ArcObjects

  • Experience with SMS (remote maintenance)

Senior:

These services require contractor personnel who are advanced in their knowledge and skills in their fields and have demonstrated this knowledge and skill in previous work. Typical experience at this level would include 11-20 years of experience. A bachelor's degree in a field related to the support services may count for up to four years of this experience. A master's degree in a field related to the support services may count for up to two additional years of this experience. The government may request proof of this education and justification of how it meets the requirements of these services.

A senior should be expected to work with no oversight. A senior should be fully capable of meeting all services required without direction. Seniors will be capable of providing direction to lower level contractor employees (apprentice and journeyman) and of performing quality control and quality assurance checks on other employees' work. Seniors may provide oversight of fellow contractor employees from their own company. Seniors are expected to provide advice to government leadership on processes, procedures, technology, and items of interest. Seniors are also expected to lead collaboration across IC analysts in the performance of services. Such collaboration efforts should lead to better-synergized analysis than the sum of the individual parts. Seniors should provide senior-level support to office level leadership.
