About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates ten secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Senate Bill 91-94; a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State.

Overall function of the work unit:

The overall function of the work unit is to provide behavioral health services to Division of Youth Services committed youth and their families. The unit consists of mental health professionals with competence confirmed by experience and expertise. Professionals are called upon to implement decisions, make recommendations, and evaluate treatment cases based on practice, theory, evidence-based principles, up to including experience at an advanced level confirmed by licensing, or being license-eligible. Overall service delivery includes assessment, delivery of clinical services, documentation, development of strengths-based treatment plans, individual, family, and group services, transition and integration of care within a multi-disciplinary team approach.

Facility Descriptions:

Lookout Mountain Youth Services Center:

Lookout Mountain Youth Services Center (LMYSC), located in Golden Colorado, is an intensive secure treatment program for 138 male juvenile offenders. LMYSC provides for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services, Division of Youth Services. Lookout Mountain is designed to meet the needs of DYC's highest risk youth and accepts referrals from all four of the Division's management regions.

Youth placed at Lookout have a complex array of issues and needs. Between 70-75% of Lookout youth present with a mental health diagnosis other than Conduct Disorder. The most common diagnoses include Post Traumatic Stress Disorder, Mood Disorders, and Attention Deficit Hyperactivity Disorder. Well over half of the youth referred to Lookout Mountain have substance abuse issues. In addition to these treatment needs, one third of Lookout residents have limited cognitive abilities.

LMYSC offers comprehensive services to committed youth and their families. Using cognitive behavioral and social learning modalities, Lookout Mountain's programming provides an environment where therapeutic and strength-based relationships may develop. Services consist of academic and career technology programming, recreation, medical and dental. Spiritual life and pastoral care are provided by Youth for Christ and Straight Ahead Colorado. Treatment services are provided for substance abuse, family, mental health, and offense specific treatment needs. Programming is grounded in the framework of Positive Behavioral Interventions and Supports (PBIS) and the incorporation of trauma informed environment using the Sanctuary Model.

In collaboration with regional Client Managers, Lookout Mountain utilizes a multi-disciplinary team (MDT) approach. The MDT process provides a structured setting for the development of individualized treatment plans, treatment plan review, and case conceptualization related decision-making. MDT members include the youth, the family, natural community supports, the Client Manager, representatives from various facility disciplines including clinical, education, line staff and medical providers when appropriate. The youth's case plan and their individual treatment plan guide them throughout their placement at LMYSC by identifying goals, objectives, and target interventions.

Description of Job

Summary of the position:

The position will provide behavioral health assessment and treatment services to committed youth, ranging in age from 10-21, and their families. Services are provided consistent with DORA requirements and mental health training, and include clinical assessment, treatment and transition service planning, individual, group, family, and milieu interventions, counseling, case management, record keeping, and service coordination with a Multi-disciplinary team (MDT). Youth receiving services are often struggling with significant mental health problems and histories of trauma associated with neglect, abuse, or severe family problems. The position is expected to recognize mental health needs based on DSM 5 diagnostic criteria. This position provides consistent leadership and/or management in the area of mental health treatment services in DYC state-operated facilities. The position requires knowledge and specialized training and expertise in the in the areas of assessment, mental health, and may require subspecialty certification or training in substance abuse, family therapy, and/or sex offense specific work. This position utilizes an integrated, strengths-based treatment model to include collaboration with family, youth, transition staff, client managers, mental health services professionals, education staff, security staff and administration on a consistent basis to ensure comprehensive services are provided.

Specific areas of specialty include:

This position will provide behavior health treatment services to youth and his family 90 days prior to parole and will continue to provide services to the youth and his family in his community 90 days after parole utilizing an evidenced-based trauma responsive curriculum. The position will work in collaboration with the youth's multi-disciplinary team to ensure safe transition into the community. The position will also facilitate multi-family treatment meetings to support families in gaining the skills for safely supervising the youth upon discharge. The position will utilize a 2-Gen approach by serving youth and their caregivers together in order to harness the family's full potential.

The position will utilize a case conceptualization model of assessment for youth three months prior to his parole and will provide ongoing assessment while on parole. Will thoroughly assess youth's treatment needs by reviewing the youth's main and medical files and making initial and collateral contacts as appropriate. The position will collaborate and coordinate treatment needs of youth with DYC client manager and current Clinician to match treatment with client and family need. Contact/engage parents/family members, significant others, guardians, educators, and referring agents to interview and obtain relevant collateral and supportive data to enhance the understanding and dynamics of the resident's situation. Collaborate with and coordinate with direct care staff and Clinician in the development of a strength-based, trauma informed service plan including the youth and family. Will assess for youth's safety, progress in treatment and readiness for community transition. A multi-disciplinary integrated and comprehensive approach will be applied to treatment planning, involving the youth, and family members as well as professionals utilizing best practice strength-based, trauma informed approach. Additionally, necessary re-assessments based on the client's response and progress to treatment will be conducted. Will assess safety and determine intervention/and monitoring plans for suicidal youth. The role of the proficient social worker encompasses a spectrum of skills specific to treating adolescents with severe and complex mental health issues as well as addressing trauma and delinquency issues. This position will possess a body of knowledge, skills, training and work experience in the treatment of the adolescents with mental health disorders and criminal conduct that distinguishes the profession from other health care professionals. It implements decisions, makes recommendations, and evaluates treatment cases based on practice, theory, and evidenced based principles, and experience at an advanced level confirmed by licensing. Utilizes a systems approach to working with the adolescent, their family and community support systems.

Unit Based Treatment:

Drug and Alcohol Services:

Position provides DBH approved CAC I, II, III or LAC level services to youth who have substance abuse treatment needs in the Division of Youth Services. The position also assists in development and improvement of DYC treatment services, policy development, and DBH compliance concerns. Depending upon level of certification, the position may bring clinical direction and supervision to CAC II and CAC I individuals in training. Supervision of CAC certified individuals in training include overseeing documentation, overseeing individual and group services, and ensuring confidentiality.

Sex Offense Specific Services:

Position exists to provide Sex Offender Management Board (SOMB) approved treatment services in a secure state-operated treatment facility to youth who have committed sexual offenses. The position provides treatment planning, individual, family, and group counseling, ongoing assessment, case management, record keeping, and service coordination in conjunction with a Multidisciplinary Team (MDT) responsible for the overall treatment and supervision of the youth. This position provides training and consultation to staff in regard to treatment and milieu interventions specific to juveniles who have committed sexual offenses. In conjunction with the MDT, treatment providers will provide the Informed Supervision process for the families and other primary caregivers who are identified by the MDT. This may be done in either multi-family or individual family therapy formats. Treatment providers will make recommendations to ensure that the appropriate level of transition and aftercare treatment services are being provided.

Behavioral Health Services:

Provide clinical services to youth in the facility that experience complex mental health, trauma, substance abuse, gang, and other related issues. Addresses criminogenic risk factors in adolescent population as well as family interventions. This position will understand criminal conduct in adolescents and be able to treat the youth from the perspective of lowering the criminogenic risks and increasing protective factors the youth presents with and addressing the relationship between mental health issues and criminal conduct. Utilizes a strength based perspective, and system theory. Utilizes evidence based curriculums, focus on cognitive behavioral theory. Facilitates group, family and individual services. Collaborates with the unit staff to provide interventions with youth in the milieu program. Attends Multi-Disciplinary Team staffings as needed with youth on their caseloads. Connects with families/natural supports for youth. Attends team meetings to provide clinical oversight/guidance to direct care staff.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Health Care Services (HCS) Trainee III Level (Social Worker/Counselor without current licensure):

Education: License-eligible master's degree in one of the following: Psychology, Counseling, Social Work, or any other license-eligible master's degree in the behavioral health field. Candidate must be able to obtain appropriate licensure within two and a half (2.5) years of appointment.

Social Worker/Counselor II Level:

Valid Social Worker license (LSW), Clinical Social Worker license (LCSW), or Professional Counseling license (LPC) from the State of Colorado.

AND

One (1) year of professional experience as a social worker or professional counselor.

Social Worker/Counselor III Level:

Graduate from an accredited college or university with a master's degree in social work and licensure as a Licensed Clinical Social Worker (LCSW) or Licensed Professional Counselor (LPC) in Colorado; OR a master's degree in psychology, social work, counseling, or marriage and family therapy and licensure as a Licensed Marriage and Family Therapist (LMFT), or Licensed Psychologist.

AND

One (1) year professional experience as licensed clinical social worker or licensed professional counselor.

The position requires candidates to be licensed by DORA in one of the following:

  • Licensed Clinical Social Worker (LCSW)

  • Licensed Professional Counselor (LPC)

  • Licensed Family and Marriage Therapist (LMFT)

  • Licensed Psychologist

Preferred qualifications:

  • Certification as a CAC II, CAC III, or LAC provider
