The primary purpose of this position is to: To provide facility operations support pertaining to energy management specialized or unique systems, equipment, parts, supplies, and facility/utility operations essential to carry out the Groups mission of installation civil engineering support.
Assists in planning, organizing, and coordinating the maintenance and improvement of managed facilities
Performs facilities operations program duties
Conducts extensive searches for information pertaining to complex and/or unusual data transactions and patterns
Provides supply support for production, overhaul, repair, or other operations for equipment and/or parts requiring special handling.
Determines stock levels needed for recurring and non-recurring, specialized items based on usage, inventory, project demands, seasonal demands, changing customer needs, and projected depletion.
Performs administrative office support functions.

Basic Qualification Requirement: You must meet one of the following qualification requirements and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on College Transcripts and Foreign Education below for required documentation.):
A. I have at least 1 year of specialized experience at the next lower grade or equivalent grade level providing facility operations support pertaining to energy management specialized or unique systems, equipment, parts, supplies, and facility/utility operations essential to carry out the Groups mission of installation civil engineering support. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.

Federal Time-in -Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-06 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Skill in applying practical knowledge of facility management to base civil engineering, contracting, safety, Operational Risk Management, and resource protection regulations, procedures, instructions, functions, policies, and work methods.
Knowledge of financial budgeting and planning as it relates to facilities projects, ordering parts, equipment, and other supplies.
Knowledge of supply functions, operations, program requirements, and work methods, including inventory management principles, transactional processing, reporting, and research in accordance with standard agency supply system regulations and procedures.
Skill in using intermediate level techniques associated with office automation equipment and software such as desktop computer operations, related peripherals, and Microsoft Office.
Ability to manage and coordinate simultaneous projects and requirements within established parameters for timeliness, quality, and quantity of work, as well as skill in written and oral communications.
Ability to apply basic analytical methods and techniques to resolve complex supply, equipment, and facilities problems and/or deviate from common procedures or program requirements. PART-TIME OR UNPAID EXPERIENCE*:*Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Work requires some physical exertion related to onsite inspections and surveys requiring standing, walking, climbing, bending, crouching, stretching, reaching or similar movements. Occasionally, there may be a need to lift and carry light objects. The work may require some degree of agility and dexterity when it involves inspecting areas under construction.
Work is performed indoors and occasionally outdoors when dealing with grounds facilities issues in an environment involving everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting rooms, and electronics laboratories. The area is adequately lighted, heated and ventilated.
